On December 29, 2015, the Environmental Protection Agency (EPA) published a proposal in the Federal Register titled, “Revisions to the Public Notice Provisions in Clean Air Act Permitting Programs” (RIN 2060-AS59). This proposal aims to make changes to the regulatory system that would put public notices on the Internet, rather than the in the local newspapers. Currently, public notices for air permit drafts are published in the newspaper for the public to view, request more information, and comment.

With these proposed changes, the permits would be posted to the Internet in lieu of the newspapers. This would allow anyone, not just local readers, to be able to access the information, and for a longer period of time. This increased awareness helps the public to be better informed and gives easier access to those searching for a specific permit or notice.  This proposal only contains changes to the delivery method of public notices; other parts of the rule remain the same. Should this proposal be approved, the changes most likely will not take effect for a while. Keep your eyes on upcoming newsletters from BCA for more information on this story.
